fix docker configuration to resolve develop environment dependencies

the default sennting is to ARM, that means depend on a specific DEV ENV. I think it's necessary either make the dependency clear by using an easy-to-understand docker-compose file name, or create a general-purpose configuration that works regardless of whether it is Intel or Apple.
