Re-bootstrap

This doesn't actually make any changes due to the tests/Makefile.am fix
- our version of autotools fixed the whitespace before it gets to make?
Is that why we're seeing different behavior when MOOSE ARM Mac scripts
run autoreconf?

This did make some (whitespace) changes unrelated to the
tests/Makefile.am fix; I'm not sure how other developers' bootstrapping
had different output for those.
