Setup dialog can't be launched by Gnome

While the setup dialog can be launched by ibus-setup, it's not properly integrated to GNOME's "Region & Language" setting tab, i.e. nothing happens when clicking the gear icon next to ibus array.

Note: The integration of ibus-libpinyin works.
