VPC reconcile v2 deletion flow is not implemented

The reconcile v2 does not delete the resources created by the controller. It requires manual deletion after every cluster creation and increases the chances of leaving stale resources.

Currently, the resources used during cluster creation have no means of knowing/tracking if they are created by the controller or are existing resources being reused. This would be needed for implementing the deletion flow.
