Feature request: HA support for Kubefleet

Kubefleet hub cluster currently is deployed in one region but in case of a regional outage the only option is to stand up a new hub cluster in a different region and/or manage the each member cluster manually until the region is restored.

I am proposing to guard against this potentially through an active-passive setup where there is a passive kube-fleet hub cluster in a different region which can be promoted to active in case of a regional outage.

Yes, this is something we have been thinking of for a long time. However, it's not that straightforward as the passive hub cluster needs to have the latest state of the fleet too. I wonder if you have any concrete proposal?
