Feature request: provide support for Global LoadBalancer solutions like Azure Traffic Manager

Given that kubefleet allows for multi-region/-cloud deployments having a global endpoint ehich either slectes the nearest kubernetes cluster and/or can failover to a different cluster would be beneficial. Support for these Global LoadBalancers should be added and they should be configured managed according the the placement in klube fleet.

@xgerman Since those are Azure specific features, we develop them in a separate repo https://github.com/Azure/fleet-networking. We already support Azure traffic manager. Here is the tutorial
