Highlight feature missing?

I was searching for a way to select a part of a screenshot/image and then make it stand out whilst making the other entire screenshot/image dimmed to grey and/or blurred out. This is a very useful feature, but sadly looks missing. Or is there any other way to achieve this?

I am also looking for a magnifier tool and spotlight feature. It would be really helpful!
