License Conflict with workflow submodule

Hi! I'd like to use a package has this one as a submodule but our PR bot notified me of some license conflicts.

I also noticed this repo is unlicensed while the workflow submodule (owned by kaitai-io) at kaitai_struct_formats/.github/push_artifacts has a GPL license.

Does this not mean that this repo has to be GPL as well? It would be really awesome if the license for this repo could be updated to a more permissive one https://github.com/kaitai-io/push_artifacts

As a side note: I'm not sure if there's anything to be done about the individual formats which are GPL'd other than forking this repo and removing them, correct?
