With rvm installed .jruby.java_opts file does not work as described

I tried .jruby.java_opts file but it did not work.

After I replaced jruby file in ~/.rvm/rubies/jruby-9.4.12.0/bin with jruby.sh file from the same directory, it started to work.

Seems like the launcher does not support .jruby.java_opts files properly. Perhaps it was never added.

On Matrix, @jlahtinen reported that strace did not report any accesses whatsoever of any java_opts files.

I believe this is largely fixed by #48 for unix and a new Rust-based launcher from @enebo will duplicate the jruby.sh behavior for Windows.
