Release SMS to GA (Azure#37123)

* Create new stable version

* Release date is Jan 23

* Rename folder

* Promote DeliveryReportEndpoint preview

* Add new optinal field to Delivery Report.

* Make MessagingConnectOptions params expandable

* Run prettier

* run prettier for sms_send.json

* Remove "additionalproperties" field from params field

* Run prettier

* Add error responses for sms and opt out endpoints

* Update error responses and fix failing steps in pipeline
