[JENKINS-75714] support github app credentials without explicit owner field from normal pipeline

we would like to use githubapp credential in a normal pipeline job without setting explicitly the owner.

Reason: we want additional nighly jobs in some branches, which is not supported by multibranch job and we have different organizations in one jenkins
