Allow to indicate a file name when using a base64File parameter in a build step

What feature do you want to see added?

When using a base64File parameter in the build step, two arguments are available: name and base64.
It would be very useful to be able to indicate a file name so that this name can be retrieved by the downstream Job.
The argument name currently available refers to the name of the Job parameter expected by the downstream Job and not to the name of the file.

In general, filenames may or may not be available for file parameters, depending on how the parameter was supplied. Only an actual browser file dialog upload will supply a filename.
