Specify Firefox data collection permissions via manifest

Firefox recently started supporting to use data_collection_permissions for specifying what data extension collects. It has recently started showing a warning to ask us to use it for future releases.

We need to find what taxonomy of data counts for us (and whether each is required/optional), and add that to manifest.json. Also make sure other browser builds don't see this browser specific manifest options by adapting build process.

We'll also need to update telemetry settings in popup (and saved config in background) #1251 to match this permission, only for Firefox.

The permissions popup doesn't say anything about financialAndPaymentInfo, does the user give permission with usage consent?

It shows so at install time, that that is required data collected. It's also visible on "manage extension" -> "permssions and data collection". To see it properly, remove the extension, quit Firefox, change browser_specific_settings.gecko.id in manifest.json and then build & load the extension.
