Proposals for Mithril/DMQ as optout feature of Cardano

Why

In order to increase adoption of the Mithril signer among the SPOs, we want to bundle the Mithril signer along with the Cardano and DMQ nodes. The goal is to make the setup of the Mithril signer as an optout feature of Cardano. The first step is to prepare proposals for such a bundling and to describe the requirements on the Mithril side. This document will be a support for preparing the implementation with the other teams.
