Publish a non pre-release version with the CLI

The [documentation for storing prompts in code](https://humanloop.com/docs/v5/guides/prompts/store-prompts-in-code#troubleshooting) assumes the CLI commands are available via `pip install humanloop` but that will install the latest stable version (0.8.38) and not the [pre-release version 0.8.40b6](https://pypi.org/project/humanloop/0.8.40b6) that has the CLI commands (and `use_local_files` etc.)
