TagSummary: Broad category seems not correct

Having public access, there are exchange addresses for which the tag summary yields a broad_category of "entity" despite it got a lot of direct tags that either have category or concepts "exchange". Example: 0x0d0707963952f2fba59dd06f2b425ace40b492fe

The issue here is that at the moment the tag summary endpoint only uses the publically accessible tags, to produce the summary, whereas the tags endpoint returns all tags, and a plugin then redacts details in for the private tags such as the label.

The inconsistency could also be fixed by also loading all the tag for the tag summary instead of only the public ones, but to not leak information we would also need to reproduce the redaction logic of the plugins somehow in the core rest interface or extend the plugin interface to be callable from within the core logic.
