copilot can't find prompts in 0.0.90 version

I had used 0.0.79 version in vscode copilot in remote ssh, and I use copilot claude haiku 4.5. it works properly.
now I initiate a new project with specify cli. It installed latest version 0.0.90, I find that 0.0.90 has some changes, which made claude haiku 4.5 can't find where real prompt there is.

The command /speckit.plan in agent mode will be parsed as Follow instructions in [speckit.specify.prompt.md](vscode-remote://ssh-remote%2B172.16.150.45/home/huiguo/project/.github/prompts/speckit.specify.prompt.md)., but the content of speckit.specify.prompt.md is

The real prompt is stored in /home/huiguo/project/.github/agents/speckit.specify.agent.md. claude haiku 4.5 can't locate it.
