No scrollbar visible for the contents that should have both

Sometimes the text editor doesn't display any scrollbars even though the contents call for them

almost
get
a
scrollbar

which
is
lower
but is very long and would only show this scrollbar while visible, but would get invisible once the HScrollBar is visible
