add helper script/command for setting up env to work on (sub)project

should probably do at least the following:

• switch to the appropriate directory
• checkout the corresponding branch (there may be multiple; for now the "root"
  branch for the subproject should suffice)
• print some context (recent commits, ongoing TODOs, etc.)
