Use-SCORCHRunbooks.psm1 - Global Variables need to be re-worked

In order to better support reusability, the globally scoped variables need to be re-worked\removed.

Specifically:

• All exported functions should have a Server parameter
• Re-evaluate HTTP(s) port configuration
