Upgrades @fern-api/php-dynamic-snippets from version 0.0.6 to 0.0.11 in the snippets package.

What was the motivation & context behind this PR?

Requested upgrade to get the latest PHP SDK snippet generation improvements.

How has this PR been tested?

• Ran pnpm lint:biome - passed
• Ran pnpm --filter @fern-api/snippets test - all 5 tests passed

Updates since last revision

• Reset pnpm-lock.yaml from app branch and used targeted update (pnpm update @fern-api/php-dynamic-snippets --filter @fern-api/snippets --lockfile-only) to minimize lockfile changes

Human review checklist

• Verify CI passes with the new PHP snippets version
• Lockfile changes are now minimal (targeted update of php-dynamic-snippets and its direct dependencies only)
