Add allocation proposal endpoint

Is your feature request related to a problem? Please describe.
There should be an endpoint that proposes an amount to allocate to an Envelope based on:

• the amount already spent for that envelope in the month (if that + the need for all goals is larger than the balance carried over from the last month)
• the goals for the envelope
