Add Vale action to all docs repos #2263
Description
The https://github.com/elastic/vale-rules action is currently operational in opentelemetry and docs-content. We'd like to extend it to all docs repos that rely on docs-preview or docs-build.
Not sure what the best approach could be, but we'd like to keep the action safe as it is now (@v1v), with the reporting action having separate permissions to update sticky note comments in PRs opened from forks.
