Read sensitivity labelled documents

Add support for reading sensitivity labelled documents. As of today if document is labelled by sensitivity then openXML does not work. Also there is no workaround DLLs other than interop DLLs.

For our ShapeCrawler project, for the first time, it would be enough if we could somehow detect that pptx-file is sensitivity labeled to give the user a more user-friendly error message instead of “File contains corrupted data”.

Is there any way using SDK or some other way without Office.Interop to know that a file is sensitivity labeled?

@ashahabov The way this could work is that we could modify the package open code in the SDK so that if it gets an exception from System.IO.Packaging, it then tests the file to see if it's a binary (CFB) package and looks for the [MS-OFFCRYPTO] streams that are used when labelling causes encryption/protection. If we find that we can throw a more specific exception saying something like "This package is encrypted."
