Release v3.11.0 created but not pushed to PyPI

Before dropping support for Python 3.9, I wanted to create a release v3.11.0 which now exists at:

• https://github.com/django-haystack/pysolr/releases

However, it was never pushed to https://pypi.org/project/pysolr which is still on v3.10.0.

Did I miss some step in the automated release process?

I think my previous PR: #521
should be part of the PySolr 3.11.0 release.
