Responses API support

• will soon be a strict superset of chat completions api and assistants api
• seems like this is what openai will be focusing on in the long run
• they'll still support chat completions api cause it's everywhere, but there are already examples where responses api supports a feature and chat completions doesn't (e.g., hosted web search tool in-line vs requiring a diff model for chat completions usage)
