plugin doesn't load properly in cdap 5.1.0 - It is not shown in the UI

Hi,

I have created the plugin locally from development branch on my computer with `mvn install package` and uploaded it to CDAP 5.1.0

The upload process is completed with no errors.

The problem: The plugin is not shown in the UI.

When I deploy an older version from the hub the plugin exists in the UI, but with version 1.8.2
