[Feat] Add page of annotation rules

Is your feature request related to a problem? Please describe.

Add an annotation rules page to help users in their task. This would allow to:

• add/display rules defined during annotation review,
• add global notes for annotation task,

Describe the solution you'd like

• add a rules page reachable from the home page and annotation page,
• be able to add / remove / modify rules,
• be able to cite a rule in annotation comment.

Additional context

For example, be able to display the following rules :

• "if data is ambiguous, delete it",
• "if you have any doubt, do not annotate",
• "group similar themes first (add / delete / manage)",
• ...
