Make boundary configurable for Coder Tasks

As of now Boundary is enabled by default for Coder Tasks (on template level).
We want to make it parameterizable on workspace-level, basically make boundary_enabled - a coder parameter.
It may require changes to Coder Task UI and API. Because at this point Coder Task UI only allows you to choose preset and for the rest of the params default is used.
