feature: speed up the node initialization #67

What would you like to be added:
Now, it costs about 3min to do node initialization(AliyunLinux3), which is too long compared with aws(around 50s).
Why is this needed:
Speed is the key point
Completion requirements:
This enhancement requires the following artifacts:
- Design doc
- API change
- Docs update
The artifacts should be linked in subsequent comments.
