support RRSA to eliminate the use of AccessKey SecretKeys during karpenter deployment #251

What would you like to be added:

instead of use AccessKeys, can we support Pod Identities so that no stored keys are needed during the karpenter deployment?
Why is this needed:
for better platform as we use karpenter for all our services.

This enhancement requires the following artifacts:
- Design doc
- API change
- Docs update
