The action should only make one comment and continuously update it

When using the action on a long-running PR, it can make tens of comments that fill up the PR feed. It'd be nice if the action only made one comment and then updated it afterwards.

Happy to fork and make a PR if no maintainers are around to make this change - or if it can't be resourced
