How to use netword_data_file_id with initialization block in VM?

Hi, I'm trying to use network data file with VM, but it does not get applied to VM.

What happens?

1. Machine boots up
2. Network plan is properly located in /etc/netplan/50-cloud-init.yaml
3. Netplan is not applied (ip a shows default proxmox interfaces ensX, and not interfaces I've defined)
4. If I do manually sudo netplan apply it passes with green lights and when check with ip a all interfaces are defined properly now (there are no errors in the netplan configuration)
5. cloud-init in proxmox UI shows netplan values from a cloned template instead of values from network_data_file_id (however if I use ip_config form initialization block then proxmox UI properly overrides values in cloud-init tab for VM cloned from a template

It works if I add:

runcmd:
   - netplan apply

to cloud-config, however boot time is longer than usual (cca 3min) (I guess because of networking guest agent has some problems, so boot lags - this does not happen when I use ip_config).

I have no option using ip_config - since I have fairly complex network requirements, however, I am not sure how to properly use network data file with the provider. What is the usual way in which network_data_file_id is expected to be used? And is it expected for those setting to not get applied in the same way as ip_config?

I've actually found out that cloud-init will perform the rename independently and prior to netplan and when set-name is used then MAC address is required for cloud-init to perform the rename. Otherwise it won't work. This explains why file was present on the machine, but configuration (although valid) was not applied. However, even though it get's applied when the configuration is valid, it is not present in the UI similar to how ip_configuration is present in the cloud-init tab in Proxmox.
