nginx cache rule for css js and other files to rigid

We have a [annoying cache rule](https://github.com/bikecoders/docker-compose_wordpress/blob/7ee7e298eebe2df9a501c45c6b268e79f10fadd6/configs/nginx/conf.d/default.conf#L33-L36) on our nginx specially when we are developing.

Delete that rule for development and add a more accurate for production... investigate if that is a good idea.
