Correct changelog of Sql (Azure#18184)

The line "* Added parameter `HighAvailabilityReplicaCount` to `New-AzSqlElasticPool` and `Set-AzSqlElasticPool`" was appended incorrectly in version 3.8.0, while it should have been under "upcoming release".
