Remove internal planning and implementation docs:
- PHASE2_COMPLETE.md
- PHASE2_IMPLEMENTATION.md
- PHASE2_PLAN.md
- PR_PUBLISHED.md
- api_fields_recommendation.md

These are for development purposes only, not needed in production
