Org administrator missing catchment assignment after template application #1634

Describe the bug
After applying a template, the organisation administrator user does not have a catchment automatically assigned. This creates a mandatory configuration requirement before users can attempt sync or DEA create/update operations.

Steps to reproduce:

  1. Apply any template to an organisation
  2. Check the administrator user's catchment assignment
  3. Observe that no catchment is configured

Expected behavior: Administrator should have a catchment automatically assigned based on the template configuration.
