[test] Add Compatibility Tests for MySQL 9.3

We intend to add MySQL 9.3 as a test target. However, this is currently blocked by testcontainers/testcontainers-java#10184.

This issue will track the progress and resolution of the upstream issue. Once resolved, we can proceed with integrating MySQL 9.3 into our test suite.
