Make sure `wperf` works well with topdown_tool

Telemetry Solution top down tool https://learn.arm.com/install-guides/topdown-tool/ supports wperf. We should check if and make sure that wperf in latest released version e.g. works well with topdown_tool.

Please note that except for L1 topdown this tool can also run executable, see example:

topdown-tool -m Cycle_Accounting -a sleep 5

Where sleep 5 is process with one parameter. We should make sure wperf and topdown_tool can do the same together.

Definition of Done

We want to test, maybe in CI (and regression test) if Arm Telemetry Solution topdown-tool works well with latest version of wperf.exe.
