Migrate to use-wallet v4

Once v4 is release, update the template to use it.

As part of this work we should also update the templates to @algorandfoundation/algokit-utils@8.0.0, as use-wallet@4 support algosdk@3. All templates that use algokit-utils should be updated, including tealscript.
