tagging 3.0.0-devel1

This is an extension of @duanejevon's work in #119, but also potentially touches on:

* #100 (new scopes may address sub-uri issues)
* #41 (3.x branch is EXCLUSIVELY project-based)
* #97 (basic "watch" functionality has been added)
* #11 (since we're no longer global, the initial release should fully support proper searching)
