CS2 Crashes a lot

Sometimes the game just crash. Sometimes when the map loading, sometimes just during gameplay. I got some error message then when I press OK, the game freezes.
When this happens, no matter what I do, the game just doesn't start. When I try to start it, it says downloading content (0%) and its stuck here for minutes.
When I try to repair files it's stuck at 0% too.
When I remove the whole game folder, same.
When I restart the PC, same. If I spam start game/cancel/start game/cancel It have a 0.0000% chance that its start to download SOMETHING then the game runs, but I already got penalty to leaving the game.

Steps for reproducing this issue:

1. Open game
2. Be Unlucky
3. Game Crash
4. No matter what you doing, you can't rejoin the match for like 20 minutes couse the game is bugged

It happened now too. Im stuck at 0% again. I will get a VAC ban for this.

EDIT: 20 minutes later the game started to download something, then I got 2 hour penalty for the game not working. :/

EDIT 2: While I have 2 hours I reinstall the whole game (For the fourth time maybe) and I added my launch options to the issue report.

My friend confirmed that this also happening on Windows 11 Pro.
