[Bug] Horizontal Line Values Incorrectly Applying to Horizontal Line with WOTC/Beyond Alternate Colour Theme #381

Describe the bug

When using the WOTC/Beyond alternate colour scheme through Style Settings, horizontal lines are both incorrectly and not effected by values changed through Style Settings. Changes in Colours > Note Elements > Horizontal Line do not effect the feature, maintaining the default red colour. Changes in Note > Horizontal Line do not effect the feature, enabling "No Horizontal Line Symbol" causes the horizontal line to completely disappear.

Expected behavior
I expect the horizontal line to properly reflect changes made through Style Settings, especially the colour changes.

To Reproduce

Steps to reproduce the behavior:

  1. Go to the Alternate Colour Schemes section in the ITS Theme Settings of Style Settings
  2. Enable WOTC/Beyond theme
  3. Change options in Colours > Note Elements > Horizontal Line and Note > Horizontal Line
  4. See error

Additional context

Interestingly, the colour of the asterisks representing the horizontal line in Source Mode do change colour, but only when I enable Accent Colour under Alternate Colour Schemes, though they still do not use the colours I selected in the Horizontal Line section, they just change to a shade of grey closer to my chosen accent colour.
