Inspector - InspectorUpgradeFilenameSync flag does not get switched off after it has ran

The InspectorUpgradeFilenameSync procedure should run on demand when the setting in the settings table is set to a 1 however the logic that is used to determine whether it should run has a bug where it always returns a 1 (true) so it runs on every collection.
