Is this open source? If yes, could you please add a LICENSE file and mention what license in the README?

Of course it is open source: this is public git repository with the sources.
We link statically against GPLv3 library so the most permissive license we could choose is LGPLv3 which is stated in setup.py for now. While unlikely this may change though if our lawyers decide to interfere.
