Add a new tag dedicated to articles about release processes and information

Release Notes are made accessible easily through a tab in the header News > Latest Releases

This Latest Releases page lists all posts using the releases tag.

Problem
The problem is that many articles are related to releases, but we can't use the releases tag on them because they will end up on the Latest Releases page.

Suggestion
Creating a new tag dedicated to posts about Releases that are not Release Notes
Suggestions:

• release-process (process already exists)
• cycle
• core
• ...
