Counter on different group

I have a counter field on level 3 and a array on level 4 is depending on the counter on level 3.

I'm getting an exception when I try to deserialize the copybook data. Here is the exception. 

com.nordea.oss copybook.exceptions.CopyBookException : Could not find referenced counter.  

Can you please assist me with this error
