这里只用在 [SignalR](https://github.com/Liu233w/acm-statistics-abp/blob/c6042eabbe203d7c6459dc83901b3f9045a61598/src/AcmStatisticsAbp.Web.Host/Startup/AuthConfigurer.cs#L79) 和 [获取加密Token](https://github.com/Liu233w/acm-statistics-abp/blob/c6042eabbe203d7c6459dc83901b3f9045a61598/src/AcmStatisticsAbp.Web.Core/Controllers/TokenAuthController.cs#L231) 中，计划中的代码都不会用到它。

如果以后用到的话，这里应该改成从 appsetting.json 里面获取
