Update network scenarios with the new Docker images

This PR updates the images used in the network scenarios with their newer versions.

Main changes:

1. Replaced kathara/base with kathara/common, a lighter image that excludes additional software such as apache2 and bind9.
2. Introduced the new kathara/apache image where required.
3. Updated DNS devices to use kathara/bind:9.11.5.
4. Replaced kathara/frr with kathara/frr:9. Although a kathara/frr:10 image is available, version 9 is retained to ensure compatibility with existing network scenarios.
5. Fixed older network scenarios that used deprecated commands (e.g., replaced init.d with systemctl, or started quagga instead of zebra).
