"globalConsentLocation" does not work for Chrome

Hello,

Looks like Chrome does not set cookie in the domain from "globalConsentLocation" and it fallbacks to local cookie.

Tested browsers:

- Chrome: 71.0.3578.98: doesn't work
- Opera 57.0.3098.116: works
- Firefox Quantum: works

EDIT: it works only in incognito mode for me
